After talking to Soviet officials and foreign diplo-
mats, the US Embassy in Moscow reports that the Soviets
are treating the Chinese proposal for resumption of nego-
tiation with great caution. The Embassy speculated that
although the Soviets probably mistrust Chinese motives,
they may in the long run renew discussions "if only to
preserve their self-created propaganda image as the rea-
sonable and peaceful party to the Sino-Soviet dispute."
The Embassy noted, however, that the Soviets will be
careful to ensure that any future discussions with the
Chinese not be viewed as diminishing their full support
of their Vietnamese allies.

Press reports indicate that Finnish President Urho
Kekkonen has asked Central Bank Governor Mauno Koivisto
to form a new government to replace the outgoing coali-
tion government headed by Social Democrat Kalevi Sorsa,
who has led a caretaker government since elections in
March gave the Conservative Party an extra 12 seats.
Koivisto, also a Social Democrat, served as prime minis-
ter in the late 1960s and is expected to try to form a
new coalition that reflects more closel the results of
