SUMMARY OF 1978 CRUISE MISSILE ACTIVITY, PRC (TSR)
1. (TSR) A high level of cruise missile (CM) activity (Figure 1) continued throughout the
People's Republic of China (PRC) during 1978. During the year, the first three STYX sites in the
south were observed under construction on Hainan Island; the second mobile cruise missile site in
the PRC was observed in a fully operational status on Shantung Peninsula in the north; type C
crates were seen at a cruise missile depot for the first time; three cruise missile support facilities
were identified as cruise missile depots; and a large inland cruise missile support facility was
identified as a cruise missile regimental headquarters.

2. (TSR) Three hardened STYX coastal defense (CD) missile sites were identified under
construction on Hainan Island in August and in September 1978; the sites are Lien-tai-hsiang
Probable CD Site CM Tactical Short Range (TSR), Lin-kao Probable CD Site CM TSR, and Pei-li
Probable CD Site CM TSR. A similar signature has been observed at each of the three sites. This
signature includes four firing positions under excavation on a hill, a radar pad on top of the hill,

and an access road around the front of the firing positions which connects them to a rear entry 3. (S/WNINTEL) The first field-deployed mobile cruise missile (CSSC-2) soft site in the
tunnel under construction (Figure 2). A support area which was being excavated is on a hill northern PRC was identified on imagery o (The only other known soft site, Hai- 25X1

a hard-packed, probable gravel road with four circular firing positions along it (Figure 3). A Yen-
tai A radar pad is approximately 600 meters west of the firing positions.
4. (TSR)
~ Previously the type C crate had only been seen
at Nan-chang Airframe and Missile Plant 320, at Chin-hsi SSM Research and Development
(R&D) Test Complex, and at Chiang-ko-chuang Naval Ammunition Depot, all of which are in the
Po-hai Gulf area of the North Sea Fleet. Since the Chin-huang-tao facility is the major STYX
depot serving the North Sea Fleet, the sighting of three type C crates there strongly suggests that
the missile within the crate is ready either for fleet deployment or for the spring 1979 cycle of Po-
hai Gulf cruise missile testing.
5. (S/WNINTEL) Three cruise missile support facilities-the Chin-huang-tao CM Depot,
the Shang-jao CM Depot, and the La-tung CM Depot-were identified as the major cruise missile
depots for the North, East, and South Sea Fleets, respectively. This identification was made on
the basis of the location and on the quantity and type of cruise missile crates seen at each facility.
Since STYX missiles are very rarely seen outside their crates, it is the presence, number, and type
of STYX crates that are used to gauge activity levels at STYX installations. Large numbers of
cruise missiles for the naval, mobile, and coastal defense units in its fleet area are handled and
stored at each depot. Type A (CSSN-1) cruise missile crates were seen for the first time at Chin-
huang-tao on at Shang-jao on and at La-tung on
Prior to those dates the depot functions were probably divided between the production plants and
the cruise missile facilities supporting the vessels for which the CSSN-1 is produced.
6. (TSR) On the basis of detailed analysis, Wen-teng CM Support Facility is being re-
named the Wen-teng CM Regimental Headquarters (Figure 5). Several STYX missile transport-
ers and STYX crates have been seen in the support area at this installation. STYX missile
transporters, unlike STYX crate transporters, have only been seen at installations associated with
mobile STYX units and at some hard sites that use missile transporters for reloading. These
transporters have not been seen at cruise missile support facilities. Additionally, a comparison of
the physical layout of the Wen-teng Regimental Headquarters with that of similarly configured
strategic missile regimental headquarters and local ground force regimental headquarters revealed
signatures that are common to both and warranted the redesignation.
OUTLOOK
7. (TSR) The PRC will probably continue to expand its cruise missile network throughout
1979. It is expected that the remaining three hard sites under construction in the north will
become operational, that one or more hard/soft (mobile unit) sites will be established in the North
and East Sea Fleet areas, and that continued deployment of the type C crate will occur. As
production of mobile cruise missile equipment continues, identification of additional cruise mis-
sile garrisons is anticipated. Further expansion of the PRC naval missile boat force, of the main
surface missile'force, and of the ancillary support installations is also expected to continue.
