FIRST SA-X-11 FIELD EXERCISE IDENTIFIED AT EMBA MISSILE

the first observation was made of a surface-to-air missile
(SAM) exercise involving the SA-X-11 system at Emba Missile Test Center (MTC),

All of these exercises took place approximately 1,500 meters apart in an area 25X1
(Figure 1) often used for SAM training adjacent to the Emba MTC Operations Support

probable troop familiarization with the SA-X-11 25X1
system has been observed in the operations support area; however, no SA-X-11 activity
has been seen before in the SAM training area. In addition, 25X1
four batteries of the same SA-6/SA-X-11 mix were seen at the SA-6 systems checkout area
of the operations support area. 25X1
All three SA-X-11 exercises consisted of a group of five closely spaced SA-X-11
transporter-erector-launchers (TELs), an SA-6 service transloader, several support vehi-
cles, and three or four tents (Figure 2).

The mixed SA-6/SA-X-11 exercise observed I I consisted of 25X1
three SA-6 TELs, one SA-X-11 TEL, a STRAIGHT FLUSH radar, an SA-6 service trans-
loader, nine support vehicles/pieces of equipment, and seven tents. SA-6 exercises were
also observed at this location but no SA-X-11 TELs 25X1
could be identified.
On the basis of these field observations at Emba, two deployment patterns for 25X1
the SA-X-11 system now appear possible. One may be the integration of a single SA-X-11
TEL (inset, Figure 2) into the four-TEL battery of an SA-6 regiment. The other may
consist of a purely SA-X-11-equipped unit with a battery of five SA-X-11 TELs.
