1. A copy of ACSI-DFIRE report 2200000045;-entit1ed Foreign Relations,
obtained from a 27 August 1964 debriefing of DS-2144 has been
deposited in the Library. jThe report includes information on a
study DS-2144 was directe to make prior to his assignment to
Burundi concerning the African countries which were likely to
establish diplomatic relations with Communist Ching ACSI-DFIRE
has, forwarded copies of this report to US Army representatives
(USARMLO and USARMAs) for release to Special Military Intelligence
Section, Hong Kong (British); Republic of India Military Intelli-
gence; and Nationalist Chinese Military Intelligence. Requests for
'release of this report to foreign nationals should be directed to
the Army member of the Interagencyf Defector Committee.
. A copy of this report has been furnished to each member of the IDC
by the Army member.

16. (C) .The Chinese Communists were formerly not interested in UN membership
because the USSR dominated the scene and CPR interests were well rerosented. Thus
there was no need for the CPR to wrest leadership control. Now, however, the situa-
tion is different. In Chinese Communist jargon, it is therefore necessary to
"stoke up another stove," CPR interests in the western hemisphere were centered on
Brazil (at least until the coup) and Canada.
