The Senior Seminars Branch has compiled a record of the Agency officers who attended the first six runnings of the CIA Senior Seminar from the fall of 1971 through the fall of 1974. The attachment gives the name of each participant, component, grade and position at the time he or she attended, and present grade and position. 2. A total of 117 officers attended the six Seminar runnings--four from the Director's area; 28 from the Administration Directorate; 34 from the Intelligence Directorate; 26 from the Operations Directorate; and 25 from the Directorate of Science and Technology. Since the time of their enrollment in the Senior Seminar, 36, or 30 percent, have been promoted, including four from GS-15 to GS-17 and one from GS-16 to GS-18. Eight of the participants subsequently retired from the Agency and one resigned to enter his family's business. 3. The members of the six Senior Seminar classes have displayed substantial job mobility since attending the Seminar. Sixty-nine, or 50 percent, are now assigned to a different position than they held when they began the Seminar. Of these, 23 also changed components in which they were working prior to attendance (excluded are those who have gone from an area division to an overseas station belonging to that division). Three Seminar members now occupy the position of component chief (office director); nine are working at the deputy component chief level; and ten are serving in the field in the position of COS, DCOS or COB. 4. Taking the six classes as a whole, I would submit that this is an impressive record. I would not, on the other hand, suggest that attendance in the CIA Senior Seminar was in itself a cause for either promotions or job Approved For Relea Q ffi1 : CI 71 AaP80 0030 8A000100020015-0 Approved For Release'?2000/08/15 : CIA-RDP80-00308A000100020015-0 ADMINISTRATIVE - INTERNAL FUSE ONLY changes. Given the Seminar alumni's record of mobility among jobs and up the grade ladder, I believe it reasonable to conclude that the selection of members has worked well and that generally officers with significant potential have been picked to attend the Seminar.
