1. This memorandum contains a recommendation for your
2. The referent memorandum requested approval for
issuing a number of compartmented security clearances to
Senior Seminar participants and staff. This request was
approved by the Executive Director-Comptroller on 2 July 1971
with the proviso that the Office of Security review the
granting of these special clearances to insure that estab-
lished security criteria had been satisfied. This guidance
has been carefully observed. STATINTL
3. I am informed that a new compartmented clearance
has been established which is parallel to the Wlearance
(successor to the in the system. STATINTL
As the ^ clearance is authorized for the Seminar, the full
benefits of access to the field so protected would not be
realized without approval for the parallel compartmented STATINTL
clearance. Thus, I believe that issuance of the new
clearance would assist materially in achieving the. Seminar
objective of broadening the participants.
4. I recommend that you approve the issuance of the
clearance to the participants in the Senior Seminar and
to the staff members conducting the Seminar, subject in
each instance to review by the Office of Security that the
security criteria for issuance of the clearance have been
met.
