2. There now remains less than 90 days bcforo mid-September.
A number of things need to be done to run the Seminar and'.
particularly if we are to continue making improveme:its.in the
program. These include a number of things suggested by Mr.
Colby in his memorandum of 10 arch some relatively easy and.
others requiring development effort and time. As I indicated
in our meeting on Ianagenent Training several days ago, the
first Block requires further refinement. Lining up academic
speakers requires lead time. In the absence of action on the
DTR's recommendation, I have not been able to borrow more Staff
mei?bors who will, after their arrival? need to become acquainted
with our system and get on top of their material for organizing
and running Blocks in the Seminar. Finally, thero is the business
of the nominating and selecting process,
3. All these things tell me that the time factor is beginning
to weigh heavily on gettingf Seminar Three underway. I realize
tbat you have done everything possible. While I certainly would
like to avoid giving the inpression lap the line of using pressure
tactics, I feel obliged to recommend that if we have not received
a
