Jack Eckerd, Administrator of General Services Nicholas A. Panuzio, Commissioner, Public Buildings Service, GSA STATINTL a. Relationshipswith Messrs. Eckerd and Panuzio of the Central Office of GSA have been established to discuss highest executive-level policy with regard to the GSA federal role in provision, alteration, and disposal of STATINTL real property, personal property, telecommunications, and automated data processing equipment services. b. Under provisions of Public Buildings Act of 1949, the Federal Property and Administrative Services Act of 1959, and amendments thereto, the Agency is required to use GSA for acquisition of administrative properties or services within GSA's purview. 4. John F. Galuardi, Regional Administrator, Region 3, GSA James F. Steele, Jr., Regional Commissioner, Region 3, GSA a. Messrs. Galuardi and Steele, GS-17 and GS-15, respectively, are not political appointees, but as Administrator and Commissioner, Public Buildings Service, for the GSA region which supports the Washington, D. They are included in this list because of the possibility of reassignment under a new administration. Both are contacted relatively frequently on policy matters re- lating to GSA services. b. The legal basis for these contacts is as per 3 above. 5. Leslie W. Bray, Jr. (BG/USAF Ret) Director, Federal Preparedness Agency General Services Administration Executive Order 11490 (October 1969) consolidated the assignment of emergency preparedness functions of the various departments and agencies. It also required that agencies develop emergency plans in accordance with guidance provided by the Director of the Office of Emergency Prepared- ness, now the Federal Preparedness Agency (FPA). The emer- gency planning functions of CIA are subject to the guidance of FPA and in responding to that guidance, we are in contact with General Bray and the various office/division heads under him. 6. Hugh Witt, Administrator for Federal Procurement Policy Office of Management and Budget The O:rfice of Federal Procurement Policy (OFPP) is concerned solely with federal procurement matters. The Director of Logistics, as senior contracting officer for CIA, is, therefore, the logical interface and liaison with that office. Further, the OFPP is involved with implementation of recommendations by the President's Commission on Government Procurement (COGP). The DI)/MFS, in 1973, assigned the responsibility for inter- facin?; with COGP to the Office of Logistics. The current liaison with OFPP is a natural extension of that relationship.
