The, memorandum from E. H. Knoche dated 27 February 1977
(Executive Registry 77-0011/3) recommends at.page 4 that.... "The
General Counsel in conjunction with the DDA and DDS&T should review
all DCI delegations of contracting authority and be prepared to discuss
any necessary or desirable changes or revisions.. ..`6 I have been
assigned as the OGC contact point on this recommendation and would
