SUBJECT : Information Copies of DDA-Approved Assistance to
Other Federal Agencies
1. Thank you for the packet of information copies of requests to
provide assistance to other federal agencies which have been approved
by the DDA since the General Counsel's 22 February memo regarding
the procedures to be followed in this regard under and Annex E.
2. Implementation of these procedures, as outlined in that memo
and the DDA memorandum of 11 March 1977, should assist in expediting
approval of such requests by avoiding needless delay and superfluous

SUBJECT : Procedures for Approval of Assistance
to Other Agencies Pursuant to

1. Attached is a memorandum from the General Counsel
which, in ei?fect, relaxes previously promulgated require-
ments for obtaining approval to provide assistance to other
Government agencies. In essence, this latest memorandum
states that those procedures pertaining to this subject
STATINTLWhich`are outlined in and that regulation's Annex E
2. Office directors and staff chiefs are requested to
review in detail the provisions ofII to ensure that they
are currently familiar with its requirements. As relates to
paragraph 3 of Mr. Lapham's memorandum, it is obvious that in
many cases we will be dealing with gray areas with imprecise
precedents or policy guidance. In any such case where there
may be some doubt as to the propriety or legality of provid-
ing such support, the matter should be promptly referred to
the Office of the DDA for my review and decision or for fur-
ther processing as may be required.

SUMMARY DESCRIPTION OF AGREEMENT:
No agreement exists to date.
DESCRIPTION OF ACTIVITY:
A one-time briefing on the Cable Dissemination
System (CDS) is to be provided for Major David Noll
and Mitre representatives under contract to DCA. The
briefing will take place on 15 March and will include
a demonstration of the system capabilities.
LOCATION OF ASSISTANCE: CIA Headquarters
ORGANIZATION INVOLVED : DCA, Mitre Corporation,
CIA/DDA/OC
DCA is'developing a system with capabilities similar
to CDS. In the interest of inter-agency cooperation and
to avoid DCA duplication of the efforts to others, OC
was asked to provide a briefing and demonstration of CDS.
An estimated one man-day.
