REFERENCE: Letter to DCI, from Dean Boothe, George
Mason University, dated 29 November
1977, Subject: Creation of New 10-Year
Plan for George Mason University
1. George Mason University has proposed that CIA
establish a liaison relationship to help its Educational
Planning Committee develop an educational plan responsive to
the needs of federal employees, particularly those residing
in Northern Virginia. We surmise that the purpose of the
liaison will be to discuss a 10-year projection of the
number of Agency employees and possibly their children who
are potential users of George Mason University programs.
2. For your information, the attached letter nominates
an individual from the Office of Training should you wish to
establish this liaison relationship.

George Mason University is currently in the midst of creating a new
ten-year plan for this institution of higher education. A group
known as the Educational Planning Committee has been appointed to
draft a planning statement. As the regional Univers}ty for Northern
Virginia, it is incumbent upon this institution to be aware of the
needs of those citizens working for federal agencies in or near North-
ern Virginia. Because your Department is one of the major federal ac-
tivities in the national capital area, the Educational Planning Com-
mittee would very much like to have a liaison with your Department to
discuss not only needs but also, potentially, changes. It would be
most helpful if I were able to have the insights of an appropriate in-
dividual within your Department as to the positive and negative impacts
of such changes. I am, therefore, requesting that you recommend the
name of an appropriate person within your Department who might serve
as a liaison in helping the Educational Planning Committee fully de-
velop the educational plan which will respond to the needs of federal
employees, particularly those who are residents of Northern Virginia.
