EMORANDUM FOR: Acting Director of Central Intelligence

SUBJECT Federal Executive Institute - Foreign
Policy Seminar
1. The Foreign Policy Seminar of the Senior Executive
Education Program, Federal Executive Institute, will visit
the Agency for a luncheon and briefing on Tuesday, 15 March,
from 1200 to 1500 hours. The Seminar Coordinator, Mr. Donald F.
Nuechterlein, has expressed the hope that you, as Deputy
Director of Central Intelligence and the Agency's first
member of the Senior Executive Education Program, would have
30 minutes to meet with the group. The suggested time is
1430 hours, although alternative times between 1300 and 1500
hours are possible if this is not convenient.
2. The members of the Seminar are concentrating their
studies on the National Security Council system. The
coordinator has asked for a briefing from CIA on its mission,
organization, and role in the NSC system. Dr. Sayre Stevens,
the Deputy Director for Intelligence, will give a Brookings-
type briefing and also serve as luncheon host. In addition,
we have asked that a representative of the Intelligence
Communit Staff and one of the National Intelligence Officers
meet with the Seminar. We would be delighted to have you
participate in the luncheon but understand you have another
commitment.
3. A roster of the Seminar is attached. Its members
are largely GS-16s, or equivalents, from federal and a few
state agencies. The Seminar members will visit the National
Security Staff, the Department of State, and the Defense
Department before coming to CIA. They also plan to visit
the Treasury Department and Congress.
4. The Seminar was last here in June 1975. The
Deputy Director for Intelligence served as luncheon host and
briefer at that time You may recall participating in the
luncheon.
