Hank:
The attached correspondence with the
Director went up through you but I do not
believe it returned through you. You might
wish to take a look at the courses yourself
and then let me have any thought on the matter
you have. I will then take care of it with
OTR.

at which. he would speak, and
REMARKS: programs of other Agencies or 1
Institutions where it is
traditional for DCI to speak.
Mr. Blake has attached a list
of these courses -nc programs, and
made his recomo-oendations.',,,,~,V3Wj
Only thi g that mi, ht be 'f
pointed out is that most of courses
and programs are for senio:r?r_n?r
relatively seniors people. The
two exceptions are "CIA- Today and.
Tomorrow" (for 200 employees of all
grades, and shblri three times a year)
and the Basic Foreign Service Officer4
Course which meets six ti:,,es a year.
It would be good for DCI's
contacts with large numbers of CIA
people at the "Today and Tomorrow"
Course if he cold appear: it WoUld
take only half an hour.
Concerning the Basic Forefhgn
Service course, clearly DCI dould
not appear at every one of the six
runnin, of this course; however,
-In occasional appearance would be

useful to help start young

MEMORANDUM FOR: Director of Central Intelligence
VIA: Deputy Director of Central Intelligence
FROM: John F. Blake
Deputy Director for Administration
BJECT: DCI Appearances in Office of Training-
Sponsored Courses and Programs
1. Action Requested: Your guidance is sought concerning
Agency tra ing courses and external briefing programs in which
you normally desire to participate.
2. back round: The Office of Training (OTR) has
submitted to me a list of courses and programs in which the
Director is normally invited to participate. The list is
attached.
3. Staff Position: It seems important for you, as
Director, to maintain some pattern of regular contact with
Agency employees and with members of influential groups from
the government and private sector, and to have the opportunity
to communicate your thoughts to such groups. A number of
OTR's courses and special programs provide this opportunity.
At the same time, demands upon your time, as I view it, will
be extremely heavy within the next few months. Consequently,
I have annotated the attached list with a simple "Yes" or
"No" after each entry as my suggestions for your participation
on a normal basis.
4. Recommendations : Please advise me of any change
or deletion you w s h to make from my suggestions on the
attached list so that I may advise the Office of Training
to invite you only to those courses and programs in which
you desire to participate.
John F. Blake
