SUBJECT: ORD Career Service Panel Symposium
1. Reference your memorandum on inputs for symposium
agenda.
2. I would suggest the following topics:
a. Definition and objectives of ORD Career Development
Program/Goals
b. ORD R&D policy and its impact on career develop-
ment, i. e. , recruitment of senior-type scientists, all
extramural R&D, defined training (Agency oriented as
well as technical), promotion and professional recognition
policies, limitations of grade structure, job security
c. DDS&T/Agency R&D policy and its impact on career
development, i. e., policy on (1) undirected research, (2) com-
mittments to longer range projects and longer term contracts,
(3) establishment of exploratory research requirements to sup-
port future developments
d. Personnel policy, procedure, and funds for providing
a mechanism assisting aggressive personnel to improve job
situation, and to maintain a motivated, competent, and pro-
fessional staff.
