I send you herewith the List of Eastern European broadcasts that we have been having difficulty with at Caversham. lie cannot ai the moment give you their reception rating because this has been the difficult period of the year when many of them have not been received. This question of the rece tion rating in terms of the symbols as used by F.B.I.S. is, I know, an old one which has been discussed before and there is a ,:ertain resistance to it here, but I will look into it fully bete+een now and the time I come over so that we can talk about it Grit' then. The only worry seers to me to be the increasing amount of traffic which our communications system is hz;.ving to bear. The only points that I want to raise myself other than those you have mentioned are this question of possible co-open tion with Frankfurt and Vienna and also the re-arrangement of the liaison system on our side. Roughly sueuking the proposal would be to withdraw the last remaining permanent Liaison ? 9 officer at Cyprus, and to have instead a series of short visits to all your stations so that we can keep in touch with your problems and make knowtiour ovr.7 needs as time goes by. I think this would be more economical in the long run and a more satisfactory arrangement. I am waiting to hear from you the exact date you want me to be in Washington and am holding myself in readiness to be there about lsc December. I am very much looking forward to m eting you and to my first visit to the United States. I leave for Cyprus the day after tomorrow and shall be axle to give you firsthand news of your people there. STAT SATELLITE HOME SERVICE'~ROADCASTS UNSATISFACTORILY RECD AT CAVERSHAM During the summer months, Prague daylight bulletins are, at times, unsatisfactorily received at Caversham, but it is only on rare occasions that they are lost altogether. Certain Warsaw II and Regional bulletins become completely unmonitorable, but Warsaw I broadcasts are, on the whole, less affected. No bulletin is lost entirely, i.e. for any lengthy period, but at times reception deteriorates quite considerably. Bulletins suffering from unreliable reception during the summer months are: News News and Press Review except Mondays News Feature or Commentary Weather Report News and Commentary r1` Flark Reception during daylight hours of Czech and Slovak transmitters is very poor under existing conditions. Vienna reports good results from Czech stations and poor to fair reception from Slovak transmitters. Evening reception of the main Czech network program is fair at both bureaus. Bratislava is received with poor to fair signal at both bureaus. The powerful long wave station at Prague, 272 kilocycles, is not monitored by either bureau so no evidence is available as to recep- tion at Frankfurt or Vienna. Due to its high power (200 kilowatts) it would probably be well received. The only Hungarian or Polish station listed as monitorable in the German Bureau's reception survey report is Wroc4aw with a "3" rating. It relays most of the important Warsaw news periods, however. Other stations were heard weakly during. daylight hours. No report has been received from Austria on this station, but reception would probably be no better than at-Frankfurt. Frankfurt reports negative results on Hungarian broadcasts during daylight hours. No help could be given BBC here without improvement of antennae. Austria could possibly help but no ratings are available here. It is doubtful that under existing conditions any regular monitor- ing of European stations more than 200 miles from either bureau would be feasible at this time. However, some improvement over BBC monitoring Czech and Slovak stations during period March to September would be observed.
