ath reference to security clearance of British personnel assumed
to IBIS stations I nave been advised that the following proposal evolved
from meetings between the Agency representative, officials of the British

a. That the BEG Monitoring Service and F8W agree on the
required security standards for respective representatives who
are to be attached to the other serviceo
e. That in each case when submitting the nasas of a
nominee to FM , or to an FBIS station, yr. Frost would state
that subject was security cleared for his proposed assignment
and that this would mean that action b state that action eenn.
He would not in each case specifically, set out in b above had been taken.

tives of either service posted with the other ;,erviceshoul~tcleared
for "Secret" information, and further that we agree disclosure
information is that information or material, the unauthorised
of which might endanger national security, seriously jeopardise the
international relations of our respective governments,, or endanger the
effectiveness of a program or policy of great importance to our respective

FBIS is a ;er:esnal arrangement with 1.x. Frost and approved by L_ajor General
S_r Ian Jacob. All dealings of any nature whatever should be with Er. Frost
rersonally and if for any reason whatever he is no longer Head of the BBC
Fonitoring Service and accessible to clear such information the entire
arrangement should be reexamined.
