I must apologise for not having answered your letter of
27th October before now but we have been immersed in budget discussions
for next year which have been, as you will appreciate, prolonged and
exhaustive. I do not yet know the outcome but I think I can say that
I am reasonably optimistic that we will not have a repetition of last
year leading to further drastic reductions in our operations. The
clear statement which I was able to bring home with me from Washington
was a very great help in subsequent discussions here and I think I can
say that your requirements are fully understood by the authorities here.
You will appreciate that I cannot be more definite at this stage beyond
saying that it is my earnest hope that we will have a clear passage
next year.
I note what you say about the request of Brigadier James Way
to have the economic abstract cards which you produce, and STAT
available to him. I also agree that there is no need for us to be an
intermediary in this and that they should go direct through your own STAT
channels to him.
have for next year, and we shall be very glad to see Roger and0
here earl in 1 6, and needless to say particularly pleased to greet you
and later in the year. The only point I would make is that
I sincerely hope that your visit would not take place in September as I
plan to take my leave during that month. August is always a pretty dead
month here Fnd from the point of view of availability of people in the
Government Departments, if you wish to make any contacts, and on balance
I would suggest October as being perhaps the best tire for you to
come, if this fitted in with your plans.
As you may imagine, the very inconsiderate ,reeting of the
Supreme Soviet which has been fixed for 23rd December has serius7y
upset our Christma.s arrangements for staff here, but the,e things
must be accepted in the nature of our work. I hope, however, that
it will not prevent you from enjoying some respite at this time.
extremely pleasant and helpful to work with, and I hope t,:t
she is enjoying her stay here and will continue to do so.
If I may, I world like to p - tribute toE 3 and to
spy how very sad we all are that. he h=s le-t us. Luring his
stay with the 33C Monitoring Service, which extended over
nearly five years, I feel he played a very: -rest pert in
building up the very cordial rel.tions which exist between
your Bureau here and ourselves. He w>s universally liked
and respected, and for myself I could not have wished to work
alongside a more helpful and friend!- coileaaue.
