Dear Roger,
You will remember that when you were here in
October I mentioned to you that I thought it would be useful
if John Sheringham were able to visit Washington and make a
tour of your Bureaus on the West Coast and in the Far Fast, and
I am now writing to ask you formally whether you would agree to
this, because if so, I would propose that it should take niece
from about 25th February to the end of i'Miarch. I an sure it
would serve a very useful purpose both in giving Sheringhnrr, an
insight into the FibIS organisation and work, and at the same
time allow an opportunity of our particular needs being represent-
ed both in Washington and in the Bureaus. My suggestion would
be that he should spend perhaps eight days in Washington and
then go on to the West Coast, Tokio, Hokkaido, Okinawa,, Saii on,
and then home. I would be grateful if you could let me 'Pno w by
signal whether you would agree to this in principle, and I would
then work out a suggested itinerary and send it to you for your
agreement.
I am now able to give you more information about, our
monitoring project in East Africa. The position is, that the
project has been approved and finance made available and we are
proceeding to have built a small monitoring station ,some eight
miles from ldairobi. I have no firm estimated date yet as to
how long it is likely to take to build, but I hope that we may
have something in operation not long after the 1st fpril. As
I told you, the object of this operation will be to monitor trans-
missions in African languages primarily, although we will also
take some English, Arabic and Amharic transmissions which can
only be monitored there. The material will he edited on the,
snot and sent by teleprinter direct from Nairobi to Caversham
where it will be fed into our main stream of monitored material

and made aveilahle to your London Bureau in the normal way.
I am very glad that at long lest we have been able to mtkl
some firm pro,oress on this front, and in view of the activity
in broadcasting both to and from West Africa I shell he most
interested to hear of any proggres:s you are makinD in your
ideas for monitoring in that area.
We all enjoyed seeing you on your vi.eit, here, which
I are sorry was so short, and I hope that you got a good rest
when you returned home because I know from experience how
tiring these tours are.
