Janney Director of Personnel SUBJECT . Office of Personnel Report -- Week Ending 17 February 1978 1. (U) Hispanic Recruitment: Early application returns from the University of Puerto Rico at Mayaguez where OP recruiters recently interviewed electrical engineers are very encouraging. Five (5) formal applications have been received thus far and more are expected. The Placement Director, Mrs. Doris Lugo, informed us that our schedule of 28 interviews was unusually high, particularly since many employers such as Hughes Aircraft, Exxon, NASA, and Lockheed are now visiting the University to recruit Hispanic engineers, and the competition increases each. year. Officials at the University were particularly pleased that the Agency is actively recruiting Co-op candidates from their school and they look forward to this continuing relationship. 2. (U) Polish Language Candidate: of 25X1A Recruitment Division and o the Soviet and East 25X1A European Division/DDO interviewed applicants at Alliance College on 15 February. Alliance is a small liberal arts college in Pennsylvania which is affiliated with the Polish National Alliance and offers programs in Polish and Russian languages. DDO repre- sentatives hope to attract several candidates qualified in the Polish language. 3. (U) Campus Advertisement: Recruiter 25X1A 25X1A of our office reports that the Triton Times, campus paper for the University of San Diego, refused in t e past to run our recruiting ad but recently reversed itself and accepted a CIA ad. In the same issue which contained our ad, the paper editorialized that they had previously refused to accept ads from CIA and Gallo Wine because "...we wanted to avoid upsetting our readers." The paper has now decided not to discriminate against certain advertisers and, although it does not endorse certain "nefarious" CIA activities, its present guidelines permit the paper to accept the ad. (U/AIUO) External Placement: One of Retirement Counseling and Employee Ass ance Branch's clients, who was on the Operations Directorate reduction list, stopped by to thank all those concerned for the help that he has received. He has accepted a position as an investigator with the House Appropriations Committee and will be working with two ex-FBI agents. Their job will be to investigate possible misuse of American aid to Central and South American countries. Much to his delight, he also received the equivalent of a two-grade promotion for this job. 5. (U/AIUO) Retirement Activity: The figures shown below depict the total re Zrement activity` for the period 1 January through 30 June 1978. The figures in the clear show totals. The figures in parenthesis represent persons who have opted for discontinued service or "involuntary" retirement; the figures in parenthesis are included in the total figure. Thus, of 86 persons to go by 30 June 1978, 16 are going under the "liberal" options. (U/AIUO) Voluntary Investment Program: The trend toward the Income Funk and out of the rowt Fund in the VIP continues. 57.7% of the total net asset value is in the Income Fund and 42.3% is in the Growth Fund. During the pay period ending 28 January 1977, nearly $60,000 was transferred from Growth to Income. 7. (U/AIUO) Summer-Only.Program: We received 381 applications for summer employment. As of 8 February 1978, 15 of those applica- tions had been cancelled or rejected for various reasons, leaving a total of 366. Total job requirements remain at 224. The cutoff score for processing has been established which will necessitate 98 applicants receiving letters informing them they cannot be considered for employment this year. The mailing of initiation letters has been completed. The 98 reject letters and 42 letters to the standby group are being mailed this week. (S) Request from Station: Due to sizable black 25X1A market dealings in local currency in Station 25X1A has requested that TDY personnel not bring large sums of U.S. dollars into the country. Instead travelers will be requested to use bank deposits for U.S. dollar advances made by Headquarters, thereby. enabling TDYers to use their personal checks for legal exchange transactions and for incurred dollar expenses. Central Processing Branch's Finance Section is informing travelers of this request. 9. (S) Insurance Branch Briefing: , 25X1A Support Chieffrom on TDY to ea quar ers, was 25X1A briefed by Chief, Insurance Branch and several Insurance Branch employees on all phases of Branch activities. He was also provided a comprehensive packet on Insurance Branch insurance programs for use at his Station. 10. (U/AIUO) Educational Aid Fund: To date, 183 EAF applications have been provided to requesters and of this number 142 were issued to dependent students who have not previously applied. Two completed applications have been received. while another 10 are partially completed at this time. 11. (U) Suggestion Box: No suggestions were received this week. The total number o suggestions received since the program began on 15 June 1977 is 45. 12. (S) Rehired Annuitants: See attached report. COMING EVENTS: (1). (U) Agency Reserve Meeting: The subject of the Agency Reserve Meeting on. February is TrT e Army Organization for Intel- ligence and Counterintelligence." The guest speaker for this meeting is Mr..Merrill T. Kelley from OACSI, Department of the Army. (2). (U) Savings Bonds: Arrangements have been made with Mr. Gilbert Goff a re resentative from the Treasury Department, 25X1A . to visit , CIA/Savings Bonds Campaign Coordinator, on 24 February o discuss this year's Savings Bonds Campaign. The Campaign is to be conducted during the month of May.
