(U/AIUO) Private Colleges -- Survey Results: Larger freshman classes are expecte to o fret ecreases in the number of new transfer students at private insti.tu- tions in the Fa.11 of 1977. Responses to a survey by the National Association of Independent-Colleges and ~lniversities indicate that total enrollment for all private institutions combined will increase by one percent over last yea.r's total. Although the survey figures indicate private higher education as a whole will maintain current enrollment levels, 19 percent of the institutions expect enrollments to drop at least three percent below 1976. Por all private institutions combined, freshman applications are running five percent higher as of 30 April. At the same time, applications from transfer students are lagging nearly eight. percent. behind the 1976 pace. 2. (U/AIUO) CIARDS Annuitants: Our recent mailing to CIARDS annuitants asking for xesponses from those who are now or who have at any time since retirement been reemployed in the Ped.eral Government has thus far produced three names in addition to the thirteen of which we were aware previously. ~Chere have been 22 responses, but most of these have been :from people who either were independent contractors with the Agency or who were temporary contract employees and thus da not count. 3. (U) Suggestion Boxes: A total of 14 suggestions have been rerelve~in t e Suggestion Boxes since the inception of the program on 15 June 1977. (U/AIUO) Regulations: During the week we forwarded tl~e fol.l.owi.ng to Regula.ti_ons Control Branch for publication: restricting overseas medical benefits geographically and limiting dependent coverage. 5. (U/AIUO) Summer-Only Program: The last of the 1977 Summer-Only employees entere on uty on 30 June. Our total for the year is 224. b. (U/AIUO) Changes in Overseas Medical Program: A book cable has been prepared to a~visc everyone concerned of two important changes being made ixi the Overseas Medical Program, Effective with the transmittal of 'the message, employees and their dependents in will no longer be eligible for benefits under tics program. The definition of dependents wi11 also change on that date; and parents, brothers and sisters will no longer be eligible for these benefits. Tn those cases where parents, brothers and sisters are now overseas and covered by the Program, coverage will -continue until completion of the current tour obligation, 7. (U/AIUO) Memorial Plaque: Among tkie items filmed by CBS for possible use in the"Sixty Minutes" program were the Memorial Plaque and Book of Honor. This memorial was placed .in the Main Lobby of the F-Ieadquarters Building approximately three years a.go to pay special recognition to certain employees who lost their lives while serving the Agency. The Plaque consists of stars engraved in the marble wall and the Book of Honor is displayed below, listing the names of those who can be identified with the Agency. There axe 17 names listed in the Book of Honor, and it was believed that the families would want to know that the Book might possibly appear on the TV screen. The Agency has not had contact with some of the families since the early 1950's, but with the help o:f the Office of Workers' Compensation/ Department of Labor, our own Ol:fi.ce of Security, and. Mailgrams, we have now contacted all 17 families. The individuals contacted were all most interested a.nd appre- ciative of the notif:i.cat:ion.
