Fitzwater Director of Personnel Office of Personnel Report -- Week Ending 23 May 1979 (U) 1. IG Inspection: The Chief, Recruitment Division spent Monday, 1414 May 1979, briefing the IG Inspection Team on the Agency's recruitment system and related policies, procedures and problems. The Chief, Washington Area Recruit- ment Office briefed the IG Ins ection Team on 15 May 1979 on the activities of the Recruitment Office. (U/AIUO) 2. Mini-Conference for Recruiters: A Mini-Conference for the Hearquarters recruiters was held on Wednesday, 16 May 1979,-in the Ames Building. Attendees discussed policies, procedures and problems regarding the recruitment function and viewed the Morris Massey production, "What You Are is Where You Were When..." Once more, this film was well received. (U) 3. Language Incentives: Deputy Director of Personnel for Recruitment and Placement, attended the first meeting of the Task Force on Language Incentives on 17 May 1979. Excellent progress was made in focusing on the development of workable solutions to a growing problem. (U/AIUO) 4. Summer-Only Program: The Summer-Only employees are arriving. We entered on duty 58 on 15 and 16 May 1979. (U/AIUO) 5. American Association of Retired Persons: 25X1A CFiie , Retirement Affairs Division, and two retirement counselors are scheduled to visit the Action for Independent Maturity (AIM) on Tuesday, 22 May 1979. AIM is a Division of the American Association of Retired Persons. (U/AItJO) 6. Legislation: We reviewed and prepared comments for the following proposed legislation: a. H.R. 2764 - A Bill to provide for payments in lieu of real property taxes, with respect to real property owned by the Federal Government. b. I-I.R.s 2817, 2818 and 2857 - Three Bills with similar benefits to amend the Civil Service, Foreign Service and Military Retirement Systems to provide for annuities to former spouses since present laws do not permit retirement benefits after the termination of a marriage. c. H.R. 3561 and S. 873 - Two Bills proposing to amend the Internal Revenue Code of 1954 to waive in certain cases the residency requirements for deductions or exclusions of individuals living and working abroad. d. H.R. 2456 - The Ominbus Right to Privacy Act of 1979 proposing to protect the privacy of individuals governmental and non-governmental intrusion. from e. H.R. 3840 - A Bill to provide for the garnishment of the wages of Federal employees. (U/AIUO) 8. DDA/Career Awareness Day: The Insurance Branch was recently visited Fy thAgency photographer in conjunction with the 6 June 1979 DDA/Career Awareness Day. A picture was taken to depict a few of the women careerists who are significant contributors to our Insurance program. (U/AIUO) 9. United Airlines Strike: United Airlines has reached a tentative settlement with thee striking machinists who have idled the airline since 31 March 1979. If the union ratifies the proposal by the end of this week, United has indicated that they hope to be back on a full schedule within ten days from that date. Settlement of the strike would certainly ease the problems which have confronted our domestic travel technician in scheduling flights to destinations primarily served by United. (U) 10. Suggestion Box: No suggestions were received this week. The total number of suggestions received since the program began on 15 June 1977 is 70. (U) 11. Rehired Annuitants: See attached report. (S) COMING EVENTS (1) Final arrangements have been made for the Agency Program in observance of Vietnam Veterans Week 1979 (28 May through 3 June 1979). Admiral Turner will be the speaker for this salute to Vietnam era veterans. on Friday, 1 June 1979, at 2:00 p.m. in the Auditorium. Following the DCI's 15-minute speech, a film entitled, "A Fighting Chance" will be shown. An Employee Bulletin will be issued and posters 25X1A displayed to announce this program. (U) (2) , Chief, Clerical Sta_ffin Branch, 25X1A and Chief, will address the Office of Security Clerical Conference which is being held 21 and 22 June 1979 at the The topic they have been asked to cover is "Agency Testing Program" as it applies to clericals.
