Fitzwater Director of Personnel SUBJECT: Office of Personnel Report -- Week Ending 28 March 1979 (U) 1. Mini-Conference: A mini-conference for field-based eastern regional recru ters was held in Pittsburgh on 26 and 27 March 1979. The Director of Personnel attended the conference on 26 March and talked with the recruiters on a variety of topics. Mr. Allen Falcone, President of Gaynor and.Ducas Advertising Agency, also attended the conference and provided an update on the progress and initial findings of the focus group .:research project. Topics discussed at the mini-conference included security practices, communications between the field offices and Headquarters, improvements in productivity and efficiency, and updates on recruitment needs. The Morris Massey videotape, "What You Are Is Where You Were When," and the film, "The CIA Case Officer," starring were also shown and were well received by the recruiters. (U) 2. Following up on a referral by the Public (fairs Office, Deputy Chief of the Recruitment Division, returne a call explained that the Agency had previously maintained a recruit- ment office in - but had later decided to provide coverage of the Southeastern United States from Washington, D.C. On 22 March, received a call from another reporter in Atlanta, this time rom the Atlanta Constitution. She also had noted the advertisement and was interested in writing a general interest article. The interview concerned the same general topics as covered in the interview with the reporter from the Journal. 3. Seminar - IPMA: Chief, Staff Personnel Division attended a 2-1/2 day seminar conducted by the International Personnel Management Association (IPMA) on the subject of the Uniform Guidelines on Employee Selection Procedures. (U) 4. Retirees for Volunteer Work: Mr. Ronald Seguin, from the Department of Human Resources, Arlington County, Virginia, visited the Retirement Counseling and Employee Assistance Branch on 22 March 1979 to elicit assistance in recruiting more of our retirees as volunteers in the Arlington County programs. Mr. Seguin came to us at the su gestion of a recent retiree. is 25X1A currently a volunteer in the Mental Health program in Arlington working as an instructor in woodwork. Mr. Seguin stressed that Arlington County is making an effort to economize and yet continue to provide needed assistance. He believes the Arlington County Volunteer Program is effective because of the methods of recruitment, assignment of personnel and follow-up techniques used with volunteers and those individuals needing assistance. He left literature on the Arlington County programs and application forms for those interested in volunteering while employed or later as retirees. (U) 5. Meeting with NSA Position Classifier: Representatives of the Position Management and Compensation Division met with , National Security Agency (NSA) Executive Manpower Position Classifier, to discuss supergrade evaluation methodology, NSA/SES legislative proposal and related classi- fication matters. Legislation: We reviewed and prepared comments on the following proposed legislation: a. S. 2, H. R. 2 and H. R. 65 - three similar Bills, so-called Sunset legislation, whereby funding of Federal programs would be terminated automatically after a date set by law unless Congress reviewed the program and positively renewed it. b. S. 400 - Comprehensive Alcohol Abuse and Alcoholism Prevention Treatment and Rehabilitation Act. c. H.R. 2507 - proposing to extend from five to ten years the period during which individuals. become eligible for Government pension may qualify for an exemption from the pension offset provisions of the Social Security Act. d. Department of Defense bill to establish a Senior Cryptologic Executive Service within the National Security Agency. (U) 7. Regulation: We forwarded to the Regulations Control Branch the second 'revision of deleting the 90 percent rule, defining differences in status of the Central Intelligence Agency Retirement Disability System retirees returning to work, and listing the rules and procedures for the employment of annuitants. (U) 8. Educational Aid Fund: Educational Aid Fund applications have been sent to 144 sponsors. Twenty- eight applications have been returned to date. (U) 9. Savings Bonds Campaign: The Agency's 1979 United States Savings Bonds Campaign Kick-Off Rally will be held today, Thursday, 29 March 1979, at 2:00 p.m. in the auditorium. Mr. Gilbert Goff of the Treasury Department will address the Campaign workers. (U) 10. Suggestion Box: No suggestions were received this week. The total number of suggestions received since the Program began on 15 June 1977 is 70. (U) 11. Rehired Annuitants: See attached report.
