"On 1 May 53 three-month courses for 'parachutist-saboteurs' (iaarashutist - istrebitely)were inaugurated at the Pskov training centre of the DOSAAF (Volun- tary Association for Assistance to the Army, Air Force and Navy) in the town of Pskov. The pupils are specially selected members of the Komsom-1l of the Pskov oblast and the Estonian SSR, rho already hod the certificate of 'DOSAAF parachutist. 2. "Those persons who complete the courses for 'parachutist saboteurs' are to be transferred to the special reserve of the t4VD troops. In case of war they are to be used in the following manner: a. In groups of two or three the 'sntoteurs' will be parachuted or landed by airplanes in the far rear of the enemy lines. b. The ';aboteurs' are to disorganize normal life and sow panic and uncertainty in the far rear of the enemy. c. They are to set military targets on fire, cut telegraph and telephone connections, damage bridges and railways'', prevent normal traffic on the more important roads, damage water supply systems, gas mains and electric current mains. d. 'i'he 'saboteurs' will. act mainly by night. By day they are to reconnoiter and rest. c. The 'sabo"ears' must be very mobile, appearing in one place today and in another tomorrow. f. The 'parachutist-saboteurs' will be armed with automatics, hand grenades, incendiary bottles, explosives and various other instru- ments required in the fulfilment of their tasks. g. ?3efure being sent on their mission every group of 'parachutist- saboteurs' will be provided with the addresses of a few local inhabitants in the area of their mission, who can be reckoned " - end- h to help t em.U.S. Official.
