TO REPORT NO. he Office of Naval Intelligence (12ND, No 129-53) furnished the following i uiormation to CIA for IAC dissemination in accordance with par 3c of N$CID+,/7J 1. Lighters. Ocean going vessels discharging or loading cargo at Guayaquil anchor in the open roadstead at Puna and transfer cargo by lighters. Expeditious movement of cargo is dependent on the availability of lighters. There are 44 lighters of 80-toa capacity at the port, and as of August 1953, 32 were in good ? _rking conditions. In addition to the lighters for public use there are a r' rioor of nri$Iately owned li.gh`^rs with availability dependent on movement of ci o, princ_pally bananas, for Le;r owners. These lighteru are as follows: 32 c` 60 ?-ton, one of 80-ton, one of 200-ton, three of 275-ton and five of 600-ton capacity. Stevedores. Approximately 15 gangs of licensed stevedores are available at all times rind wit;1 sufficient advance notice this could be increased to a total of 20 gangSs. The stevedores are supplied by three major stevedore unions. For discharging the gangs are 11 men and loading gangs are 16 men. Customs lightermen must be used on all import cargo. Under normal working conditions general cargo s discharged at 9.5 tons per gang hour and loaded at 14.5 tons per gang hour. 3. Tai. There are four river tugs of 120 HP each and two of 160 HP, capable of desp water towing, operated by the port authorities. Pr:.vately owned tugs include nix river tugs (two of which are 80 HP) and six deep water tugs. 4. Cranes. There are two gantry cranes of eight-ton capacity and one three-ton converted drag line crane. The maximum heavy lift across the customs pier is 16 tons.
