who were able to furnish me some information. So far as I can tell they have
a good and satisfactory crop in Shangtung this year which is with a production
around 30 per cent more than last years' production. But they have a poor crop
this year in Honan due to the bad weather. To my understanding and it is also
the general opinion in tobacco quarters, tobacco's are still greatly insufficient
to take I:are of domestic consumption. In view of the fact, the Commun7.st authority
s restricting the supply of Shangtung and Rsuchow tobaccos for export and to con-
trol tha domestic constnnpti.on it is allocating tobaccos to cigarette factor. ies by
a limited monthly quantity. It is most difficult to obtain a permit to ship to-
baccos out of the mainland China to Hong Kong.
2. "All cigarettes in China are made at the presen'time with the domestic made cig-
arette papers which are supplied by three mills,, one in'! Hanchow, one in Tsingtao,
and or.... in Shansi.. These mills are using jutes to make 'cigarette papers and more
jutes are now growing in several provinces in the mainland China. If trade opens
with the mainland China, it is my opinion that there should be little prospect of
supplying cigarette paper to the mainland China."
