1. 'A trade treaty has peen concluded between Argentina and the USSR which, among other
items, calls for 9,000 tons of carbon black to be shipped from the USSR to Argentina.
However, a copy of this trade agreement has not yet been seen.

which would lead one to believe that they had acquired an adequate supply for their
needs. If the present tratI?_ treaty is to be taken at its face value, it would seem that
they had a supply in excels of their nee?s.
