The Leter-Njoftimi is issued by the Sekeio.^.i OJerdties Civile (Civil Status Section) of the Executive Committee of the People's Board o which the citizen iu responsible. At the time of issue, the applicant pays a fee of 50 Lek in taxation stamps. These stamps are affixed on the sixteenth page of his Leter-Njofti_mi and 'annulled'. "If a person lcses his Leter-Njoftimi, he must report the loss immediately to the Seksioni Gjendies:Chile of the People's Board which issued him the card originally. He files a new, written application In -which he explains the circumstances leading to the loss. Two witnesses must affirm his identity before the Civil Status official of the People's Board and affirm that he did possess a Leter-Njoftimi. A special board examines the application. It issues a duplicate Leter-Njoftimi. The citizen must pay a fine of 500 Lek. Description of Document "The Leter-_TJjoftimi is a booklet proximately 2 7/8 x 3 7/8 inches in size. The cover is made of red cardboard. The inside pages are a light rose color. The fil.i- gree design of this paper (for one looking through it; Z-- watermark or as on a aheck?g contains the same insignia of the Albanian People's Republic as is used on the cover of the card; however, it is larger -- size unknown to us. The letters on the inside pages are printed in blue. 5. "The inscriptions on the cover and the insignia of the Albanian People's Republic are stamped on the cardboard in gold. The upper corners of the cover bear the initials V. F. and L.P., which stand for 'Death to Fascism' and 'Freedom to Peoples'. Then comes the inscription Republika Popullore Shgiprise('People's Republic of Albania') and the insignia of the republto. The date on the insignia is 24 Maj 1944 (24 May 1944). Then comes the inscription Leter.-Njeftimi and, at the bottom, Botimi Ministris P. Mbrenahm ('Ministry for Internal Affairs'). 6. "Following is a translation of the contents of the inside pages. Or. the real card the pages are not numbered, they are numbered here for clarity. Page 1 (Opposite front inside Dover;; Serial Number. (It is not known to us whether there is a secret numerical code to indicate an individual's degree of political reliability.) Name and Surname. Followed by a photo of. the Dearer, sized approximately 1 5/8 x 1 5/8 inches.. The photo is surrounded by the stomp of the People's Board. To the left is the signature of the bearer. Signature of the Civil Status Officer of the People's Board. Date of issue. Another round stamp of the People's Board. The Identity Card must always be in the possession of the bearer. 2. For any 'requests' the bearer must apply to the proper military and civilian bodies.
