in'international morse code by several stations operated by or for
the Ho Government. They are not necessarily complete or in the normal
relationship to each other in all cases, since it has not been pos-
sible to check all relationships extensively during the period involved;
however the indicated relationships can be stated to be correct for
at,least a certain period. Since a number of the stations and trans-

during the period of this observation are indicative of continued
