U.S. Esbaesy Moscow priority airgran No. 153 to the Department of
State (control No. 15112) dated 28 July 1951', which reports that the
Radio Moscow broadcast in English (to North America) at 0315 GRIT 28 July
1951 was "faked with alleged prisoners of war who sharply criticized
U.S.A. and Brit gouts" and who were "impersonated by regular Moscow
English-apoaktng radio announcers whose voices recognized." in
observed to be at variance with the circumstances recorded by moni-
tore. The Moscow announcer specified that the talks by the prisoners of
war would be read by staff announcers. The exact announcemenL is quoted
herewith:

"In today's program you will hear a verbatim report of a
round table discussion with American and British war prisoners
in Korea concerning the decisions of the second World Peace
Congress. This report was handed over to the Fact Finding
Commission of the Women's International Democratic Federation
during its visit to Korea. The text is read by Radio Moe cow
announcers. Four American prisoners of war and one British
prisoner of war in Korea take part in this discussion."
COMMENT: The 0315 broadcast was a recorded repeat of the original
transmission at 0000 CENT on the name date in the same beam.J

Moscow radio broadcast in English at 0315-0345 GMT July
28 announced interview of Amer and Brit prisoners Korean
war. Amer source states program faked with alleged pri-
soners of war who sharply criticized USA and Brit Gouts
impersonated by regular Moscow English speaking radio an-
nouncers whose voices source recognized. Names of so-
called prisoners, each of whom gave a home address: Major
Flemming, Lieutenant Wilson, Sgt Gordon, Pvt Ward, British
rifleman Hibberd.
