Radio discussion of Party affairs, following the change occasioned by the recent
Communist Party Congress, has been resumed along familiar lines, and the usual strictures
about shortcomings are now backed with appropriate quotations from Malenkov'a and
other Congress speeches. There is continued emphasis on the necessity of accepting
the primary Party organizations as an integral part of the Communist pyramid. Official
concern about "weakening the contact with the masses" (oslablenie svyazi a massami)
through the persistent disregard of primary organizations is stressed in extensive
comment on the subject. Evidence that political education in the Party school network
is not always productive of the desired results is contained in the frequent references
to the incompetent educators -- political instructors and agitators -- turned out by
the mentioned schools. Communist indoctrination, it is reiterated, must be hammered
into the people's minds relentlessly until it is fully assimilated. Mismanagement of
personnel affairs and nepotism also claim some attention.
There is very little discussion of ideological themes. Malenkov's speech to the
19th Congress is quoted extensively with reference to surviving anti-Soviet and
"unstable elements" (neustoichivie elementy) within the Soviet Union, and to
"pernicious" (vrednaya) propaganda influences from abroad. Some resistance to the
Michurin and other prescribed lines of scientific inquiry is seen in the vague allusion
to the "monopoly" (monopolia) of certain groups of scientists which has "not yet been
liquidated."
