in which the same themes are debated.

the political properat..._n of the men. The men are forced to attend the
political end th'_j have no intero?t in listening to the discussions and
lectures. Recently even the political officers show weariness and boredom in
their task:, a- ti'tey face the total indifference of the soldiers and officers.
6. Only three to five percent. of thp men (tt mbr:re of the Communist Party) attend the
courses and the seminars but even these do eo Just to make a good name in the
Party cr for the purpose cf being promoted or to receive a good job at the and
t... u-heir military eervi.e.
The political officers, realizing the catastrophic results of the tests given at
the end of the seminars or at the periodical yearly exams, give fake ratings to
the men In order to hide their (the officers') failure to win over the masses to
the Party line. It should be noted that the inspecting officers sent by the
High Political Office of the army establish a tacit agreement with the unit's
officers to hide the situation and to avoid complications. The political officers
do this in :,rdtr to av.-id being fired as incompetent.
