1. The Chinese Comuran=st leaders are disturbed about the present trend Russian
domestic policy. Russian Communist propaganda has been stressing e.party's
desire to raise quickly the peoplets standard of living and to provide more-
comfort for the masses in the coming two or three years. The Soviet press is
filled with criticisms, about the food that is not sufficieptly varied and tasty,
the bad service in reatawrantS and canteens and, that clothes are not out
neatly, etc., The Chinese Ccmmmilsts regard this campaign as dangerous to the
militant spirit of the tarty cadres, and as an influx of Western degeneration.
The Chinese Communists feel more than ever that they hava,>iro?s the standard
bearers of the Yo=.g Rev'lution, while the Russian Communist Party, under the
pressure of its internal op;,csiticn, may tend towards appeasement.
2. Faced with grave e:.onomiw diffiata iss the Chinese Communist Party is preaching
a regime of austerity and sacrifice to its cadres. They fears that the
:ssian Communists, while improving living standarde.at home, will not be
disposed_or able to allocate sufficient heavy industrial equipment to China,
and that the progr-sss of Russian industrialization might also be considerably
