The Interior Ministry has just issued a decree forbidding Rumanian medical men to treat foreigners. The only exception made is a case in which the foreigner may require immediate attention and is unable to find a non-Rumanian medical man. In fact, there are very few foreign doctors in practice in the country. 2. In case the foreign patient requires several treatments, he is sent to a different doctor each time. 3. These methods of reducing the value of medical treatment are intended to keep foreigners away from Rumanian doctors. The Rumanian authorities fear that, if doctors see patients regularly, they may supply information unfavorable to the Communist regime, or may even serve as liaison for foreign intelligence agents. ..DISTRIBUTION ~ STATE ~ INnNY 0[ NAVY Cc
