1. During Apr and May J.953 railroad management in the Baltic states was
reorganized. Until this date each of the Baltic States had its own
railroad management, which was !.lrect_y under the Soviet Ministry of
Transport. Under the rcort ar. is ':.Lion a "IBe lti: Railroad Management"
was set up, covering Estonia , L_tv:a rid Lithuania.
2. The Baltic Ra.ilro_~! Mar.agemrrnt is under the Scviet Ministry of
Transport and is pr?edominantV military in character. The military head
of the office is Maj. Ger. T. 3. Shniel of the technical department
of the Leningrad Military Zone. His official title is "Military Head
of the Northwest Railroads."
3. The director of the Eatc>?lian railroad net is the Russian Alexei
Yermolaievitch nj~ soul born in rnolensk in 1910. Kotov completed
his studies in the Pa.i_rozd Inr-tit,zte in Leningrad in 1935. He bears
the title of an Engineer and. Colonel of the Railroad Transport Body.
4. After the reorganization all railroad men received the following
instructions with regard to their relations to the military authorities:
(a) All railroad we rkera and admin!itrutors, regardless of age or sex,
are to regard them se.'.vcc as mobilized personnel in the service of
the railroad.
