1. A group of Risn4,an and Soviet officers have lately undertaken an inspection of
Rumanian frontier defenses, especially those along the west and northwestern
frontiers. The ose was to dete.raine thh,affactiveness of these works.

This group was therefore formed in great haste and instructed to turn in a
