presented by P.I. Posoelov. :.~ecretary of the Central Committee of the Secret
., Comamnist Party.
2. In this outline it xas st~trd that prioritq la to be given to the revival u1' the
~evolutionars spirit of the working classes. Subreraive and sabotage activities
are evergtrhere to be increased by selsctea Communist shock troops. Ylolence is
to be used in exercising social pressure on the political and economic structure oS
the Kest.

adopted three linen of policy. The working masses in the t;estern bloc must be
prepa:ed for direct revolutionary action; the colored masses in the Llptriglist
sphere must be prepared to :.e~k armed liberation; and Communist leadersiip must
be ready to seize poxer in capit;xli~t st-atc~ by force from within.
