1. Since ion 1954, aahoolmastcrs specially prepared in Moscow have been
arriving in the Caucasus, to undertake the instructiom'of youmg !Modena
(1Cusling) in a new program for the "Utsitelsklya Skola." (This appears
to be a corruption of *hat in Great Russian would be "Uokitelskays Skala,"
i.e., "teachers school," presumably weaning normal school, or teaoheril
college.)
2. no purpose of this is to work with Moslem youth and against >watiosulista,
by the use of Communist doctrine. The Young will be trained to denouaoe
every attempt at nationalist expression, which might grow into a movement
and, thereby, become a danger to the regime.
3. Sines l to 15 Jan 54, fifty political instructors have been replaoed by
others in the Caucasus. The now instruotors'cane straight from Moscow.
They are young_and very fanatical Communists, who are charged with the
political training of young recruits in the army.
4. Various d9eiturbanoes are arising which seen to call for some such measures.

Toward the and of Jan 1954, a oornission arrived secretly from the Cauoctu
to investigate the Army HighCosmaads. Man .named Lear Kiratokenko, Tefre$
Eranievski, and Simeon Yefimov, with two others, are carrying on an inquiry,
as secretly as possible. The fact, however, is that they are spying on the
new commissars of the Malonkov regime.
