1. Stalin is the name by which the former port of Varna is now known. This is
the most important harbor in Bulgaria.
2. The Devnensko Bay area has been completely shut off from the outside world.
CiT;aliens are prohibited from entering. Large construction works for the
Bltgarian Navy are being carried out. Workmen employed there declare that
a whole system of underground concrete shelters is being built under Soviet
;:;erection to serve as a base for Soviet submarines. The coast is hilly and
covered with forest, so nothing can be seen from outside.
3. There is a wooden barracks in the southwest corner of the closed area, where
the works direction is quartered. The construction work is directed by a
Soviet technical staff of 13 men. This Soviet staff belongs to the Soviet
Navy and consists of specialists in this kind of work. The other engineers
and skilled workers employed are all Bulgarians.
4. The following aorranands and units of the Bulgarian Navy are located at the port:
Headquarters of the Bulgarian Black Sea fleet.
Headquarters of the Bulgarian coast defense fleet.
1 Bulgarian flotilla base command-
1 Marine infantry regiment.

who are quartered in a naval barracks.
