1. In areas of concentrated Jewish
participate in their local committee activities as Jewishgfactions. These
factions, however, are strongly tied to the Soviet intelligence agencies.
2. Jewish political parties are, Vithout exception, only formally independent
of Co>Ilrtluniam, being in reality its followers and militant warriors. The
Zionist Novoment (Zionist Socialist Jewish Party), for example, is endeavoring
to implement the USSR plan for a Jewish state in Palestine by awakening among
world Jewry a yearning for independent political life.
S. Before World War II the Bund was the strongest Jewish political part, -.n Poland.
Although it was even then a center of Communist activity and a netwot?'s- of the
Soviet intelligence service, the Band included many Jewish Socialist leaders
who continued to oppose Communism. In the post-war period Communist nflueAce

Bund leaders who have records of prewar loyalty to the Communist Party. In

4. President Schuldenfrei Is a Communist and a Soviet cgent. During the Polish-
Soviet war of 1920, he and a grou,') of Srskox leaders were interned in the
Dibie Camp end later imprisoned. for anti-state activities. Falk, Hurv.fcz,
and Lederman see also Soviet agents. The remaining members of the Central
Committee ere -)re-rue Jewish Comrminists wh, did not, however, overtly an;arge
as such.
5. The Central Committee of the Bund is committed to the following ;prograaas
(a) Eternal, amity with the U653.
(b) Conformity with PPR and P?S-Left policy.
(c) Energetic effo't to unify al). Pderxist ):Irties.
(d) Rehe.bilitation of the polish Jens' n-ation4l. and economic life.
(e) Counteraction against Zionist groups who are advocating Jewish emigration.
(f) Supporting Jewish youth organizations such as 2ukunft and Skiff.
(g) Obligator, subscription to the purty aepec Folkacejt.
(h) Dominance of all Jewish committees and eliminhtion from them of uny ro-
maining Jewish reactionaries.
6. Two recent suggestions;: have been made with regard to"improving the situ_tion of
Jews in Poland. The first, made during a Central Committee meeting by J',.--.cob
Berman, Secretary,of the ??R Politburo, was for formation of a.
special Komisariut on Jewish yroblems. This Komisariut would be attached to the
Cabinet and would devote itself to bettering Jevdsh living conditionssnd ,)ro-
noting "brotherly relationship between Poles and Jews." The second suggestion
emanated from a 28 Mar 47 meeting of the Central Jewish Committee. The
Committee ;proposed construction ox' synagogues and educe.tion of rabbis as a
direct method for holding Jews to their ?cith and contributing to their general
welfare.
