occurred during tactical exercises in Stavropol.
2. An exercise was organized by the HQ 4 Kuban Cossack Cavalry Div for the units
of the Stavropol Garrison. The purpose of this exercise was apparently
fighting inside the town. During the advance of the attacking troops a
smoke-screen was used in the Market Square area. By mistake a poison gas
was used which spread in the Market Square and adjacent streets. Fortunately
a strong wind neutralized the effect of the gas but approximately 200 persons
were poisoned. It took quite a long time before the panic was over, the
victims taken to the hospital and order'restored.

4. The 0"e was investigated by ftc Military and MB authorities. The Chief CW Officer of
the 4th Cavalry Div, Col Lakoyev, was on leave at the time and the officer responsible
for CW was Capt Razumov, who w,s given a suspended sentence of five years imprisonment.
