This sub-section is also occupied with the search for new, more effective methods of training students in air institutes for fighter pilots. However, it cannot order the chief of such an air institute to introduce and apply a new method of training students; instead, all it can do is to report on the new method to the chief of the flight section who, in turn, reports to the chief of VUZov.
