(1) Com-trander-in-Chief of the VVS. He is also the deputy to the
Military Minister (this is a new designation for the Minister of
Armed Forces, and was introduced in June or July of 1952), for
Aviation. According to the Soviet newspapers Red Star and Pravda,
the words "Military Minister" were changed to Mir' nister of Defense"
in 1953.

(3) VUZov Directorate. Directly subordinate to the Chief of VVS
Main Staff. The VWJZof Directorate is divided into approximately
six different sections which are numer.kcally designated

(4) VVS Military District Commander. The Chiefs of all Military
Air Institutes and Schools located in his Military District are
operationally subordinate to him, since all of these institutes
and schools are provided with all necessary supplies by the VVS
Military District's (Air Army's) storehouses. This operational
subordination is illustrated on the enclosed chart by a dotted
line from boxes (28) - (31) to box (4). The V9S Military District
Commander (or individuals under his command) can inspect the
discipline or internal order in any school or institute located
in his military district. If any defects are discovered, the
Commander of the VVS Military District orders the chief of the
school or institute to eliminate them and informs the chief of
VUZof Directorate of this.

them to go over to the new method of training students. This
directive indicates in detail the way in which the change-over
will be made to the new method. During the period of.final examina-
tions (Just before graduation) in the air institutes for fighter
pilots, this sub-section sends its repr_ ;:'tatives there. The
representative sometimes acts as the chdraian of the examining
commission. He makes certain that all of the requirements made of
a student upon his graduation from an institute by the commission
are fulfilled.
(5) Flight Section. This section compiles and works ouk programs
for all air institutes for pilots. This section is divided into
three sub-sections Nos (7), (8) & (9).
Sub-section No (7) compiles programs for air institutes which
train fighter pilots. Furthermore, it receives reports describing
the fulfillment of the program and maintains control over the
process and quality of the students' training. In other words,
this sub-section is familiar with all of the positive and negative
factors in each air institute for fighter pilots and is continually
attempting to eliminate the negative ones. This sub-section is
also occupied with the search for new, more effective methods of
training students in air institutes for fighter pilots. However,
it cannot order the chief of such an air institute to introduce and
apply a new method of training students; instead, all it can do is
to report on the new method to the chief of the flight section who,
in turn, reports to the chief of VUZov. Then, if the chief of
VUZov approves of the method, a directive in his name will be

of No (7). Sub-section (8) is occupied with matters pertaining to
air institutes for bomber pilots, and sub-section (9) is for air
institutes which graduate ground attack pilots.
(6) This box represents the navigation section which deals with
all matters pertaining to air institutes for navigators.

the supervision of all air technical institutes which graduate
officer technicians. Sub-sections (14), (15) and (16) deal with
air schools whiCh graduate - graduate mechanics of the. various specialtieswhich No (31) is directly subordinate to No (10) and is responsible for
(lo) Engineering-Technical Section. Six sub-sections and the
chief of air schools for mechanics are subordinate to this
section. Sub-sections (11), (12) and (13) are concerned with
the_Vdagg&ion (that is, the training of mechanics) of'all personnel.
In addition, No (31) is operationally subordinate to the commander
of the VVS Military District (The Air Army) in matters pertaining
to intra-school arrangements and the discipline of the school's
personnel. The air schools for mechanics receive all of their
supplies from the storehouses of the W3 Military District and,
consequently, are responsible in this respect to the corresponding
organs in the VVS Military Districts headquarters.
Box No (17). This section is occupied with matters relating to
higher military educational institutions. The two subsections
shown in boxes Nos (18) and (19) are subordinate to this section.
Sub-section No (18) compiles programs for Military Air Academies
and higher officers' schools, and deals with all other matters
pertaining to these educational institutionz.
Box No 19 is concerned with the sane problems as No (18) but in
respect to such schools as Krasnodarsk which trains Air Squadron
Navigators, Taganrog, which trains Air Squadron Commanders and
Adjutants, the Lubertsi courses for Flight Commanders, the
Davlekanovo Reconnaissar..e School, or the Krasnoyarsk courses
for intelligence officers, etc.
Box No (20)i5 a 3eneral section which is occupied with matters
relating to various air institutes and schools that are not
connected with the flight, navigators, or engineering-technical
service.
Four sub-sections, Nos (21) (22), (23), slid (24), are subordinate to
this section.
Sub-section No (21) aupervi.ses all matters pertaining to air
political institutes which were organized approximately in 1948,
and which graduate political workers with navigation training.
In other words, these individuals are trained in a manner iidich
will make it possible to utilize them as crew navigators during
emergencies after they have gone through a short "refresher"
course in navigation. One of these air political institutes is
located in the city of Riga. Graduates of the Riga Air Political
Institute have the right to wear navigators wings.
(22) This sub-section is concerned with matters relating to air
communications, institutes and communications schools. Air communi-
cations institutes include: air institutes which train officers
for the- communications service, and which train-radar operators .
.The officers who graduate from these air institutes as radar
operators are assigned to one of two jobs, chief of a radar station,
or radar operator. These air institutes were organized in early

No (23) deals with the compilation of programs and the supervision

graduating chiefs of physical trai4ing and sports, etc.

Box No (25) indicates the DOMV section. Two sub-sections, Nos (26)
and (27), are subordinate to this section. Sub-section No (26)
concerns itself with the supervision of all matters relating to
'special schools" (or, as they have been designated on occasion,
"preparation institutes"). Programs for these special schools are
worked out here . Sub (2c^

same matters as No (26) except is respect to aeroclubs (aeroclubs
are located in each Oblast and Republic center).
However, it must be pointed out that the chiefs of aeroclubs and
special schools are directly subordinate to the chief of the
DOSAV section, not to sub-sections (26) and (27).
Boxes Nos (28) and (30) are directly subordinate to the Chief of
VUZov and operationally subordinate to the VVS Military District
Commander.
