1. The Association of Soviet Citizens of the City of Harbin and Adjoining
Areas (Obehestvo Sovetekih Grazhdan Gorodo Harbin i Peripheri) has its
headquartero on Bolshoi Prospekt in Harbin. It is controlled by the
Soviet Consulate. The association has jurisdiction over all *ncbnria.
