The following are subordinate to the Chief Sanitation Inspector: (a) The Main Antiepidemic Administration (b) The Central Public Sanitation Inspection of the USSR c) Chief Sanitation Inspectors of the Union Republic d) Administration of the Municipal-Housing Sanitation Inspection of the USSR (e Administration of the Public Industrial Sanitation Inspection if Departmental Sanitation Inspections' and Services (g Sanitary-iygienic Scientific-Research Institutes 2. Sanitation agencies in the USSR have a great sang different branches. For this reason the Chief Public Sanitation Inspector has deputies in charge of differ- ent branches and a large staff of operational and scientific personnel. 3. The second link in the organisation of the sanitation service in the soviet Union are the Central P b +? 1- Sanitation service in the USSR is under the authority of the Ministry of Public Health. The third link in the organization of the sanitation service in the Soviet Union are the territorial (kray) and regional (oblast) public sanitation inspections. They are directly subordinate to the chief public sanitation inspector for the Union Republics. The structure of the territorial and regional sanitation in- spections is analogous to the structure of the Central Public Sanitation Inspection of the USSR. However, instead of scientific-research institutes they have selen- tific-research stations. All these stations are directly subordinate to the territorial or regional public sanitation inspector and operate under his super- vision and control. 6. The fourth link in the organization of the sanitation service in the Soviet Union are the Municipal Public Sanitation Inspections. Their structure is similar to that of the territorial and regional public sanitation inspections. As a rule, towns in the Soviet Union are broken down into rayons. Thus every town rayon has its own rayon sanitation stations which are subordinate to the central sanitation station of the town. The Public Sanitation Inspectors of Moscow, Leningrad,of the capitals of Union Republics, are directly subordinate to the chief public sanitation inspector for the Union Republics. Public sanitation inspectors of all other towns are directly subordinate to the regional (oblast) public sanitation inspector. 7. The fifth link in the organization of the sanitation service in the Soviet Union are the District (Rayon) Public Sanitation Inspectors. Subordinate to them are District Sanitation Stations (usually one). On the staff of a rayon sanitation station are usually: Epidemiologist, sanitary-food physician, municipal-bousing physician, malaria specialist and a specialist in sanitation indoctrination. In addition to the physicians on the staff of these stations there are assistants to the sanitation physicians, disinfectors, vaccinators and quinine dispensers. 8. It is possible that additional public sanitation inspections or sanitation services which serve other branches of industry (chemical, building, forest, etc) are subordinate to the Central Public Sanitation Inspection. 9. A Ministry of the Maritime Fleet and Ministry of the River Fleet (water transport) sanitation service operated in the Central Public Sanitation Inspection of the USSR and served the Maritime Fleet and River Transport, 10. In June 1956, the Presidium of the Supreme Soviet of the USSR re-organized the River Fleet Ministry of the USSR. This re-organization consists of the following: ((a The All-Union Ministry of the River Fleet is abolished (liquidated) (b) In its place, Republic River Fleet Ministries (wbereever required) are set up, for instance: The River Fleet Ministry for the RSFSR (Russian Soviet Federated Socialist Republic) The River Fleet Ministry for the USSR (Ukrainian Soviet Socialist Republic) 11. Accordingly, River Fleet enterprises and organizations will become subordinate to the River Fleet Ministries of the corresponding Union Republics and the Giver Fleet Ministries will be subordinate to the Council of Ministers of the corresponding Union Republics and from there on up to the Council of Ministers of the USSR. 12. Heretofore, River Fleet enterprises and organizations were subordinate to the River Fleet Ministry of the USSR, by-pissing the government of Union Republics, and the River Fleet Ministry of the US& was subs `irate directly to the Council of Minis- ters of the USSR. 13.
