Foreign trade of the Rumanian People's Republic is carried on through state
foreign trade enterprises. These organizations exercise a monopoly. Each
foreign trade enterprise has a director-general, a commercial director, an
administrative director, and a technical director. The director-general and
the commercial director are empowered to issue directives and make decisions.
Each enterprise prepares a complete plan for imports or exports within its
sector. Those enterprises which imp.ement the import program are under the
Directorate for Imports of the Ministry of Foreign Trade. Enterprises for
exports are under the Directorate for Exports of the Ministry of Foreign Trade.
Enterprises which carry on both import and export are under the jurisdiction
of both directorates'. Enterprises concerned with the transport of exports and
imports are under the Directorate of Transport and Insurance of the Ministry
of Foreign Trade. Requests and problems are submitted to the Directorate of
Agreements, which is a political rather than an economic body.
Alexar.dru Barladeanu,Minister of Foreign Trade, has full power to make
economic decisions. However, for problems of great economic importance, or
in the case of situations of political importance he consults one of the
follovino the Politburo of the Central Committee of the Rumanian Workers'
Party, the Minister of Foreign Affairs, Vasile Luca, the Soviet commercial
representative in the Rumanian People's Republic, or the director of a Sovrom
(Soviet-Rumsnicn) enterprise.
Assistant Minister Gogu Radulescu has the powers and duties grated. him
by the minister.
Ministerial Counselor Zoltan Gyali is a mere figurehead. Formerly, the
ministry had a secretary-general and a first eolmselor who had specific powers.
