In fall 1951, the M.niatry of Cvastruction established a new contro_
organ at the Sstalinvaroe constructicn project. The mibel n cf this org._n
is to prevent workers and working brigades from exceeding t:.eir norms to
such an extent that the quality of their work is neglected. This control
organ uses measures to determine whether the workers actually exceed their
norma anC whether the :.sera pay for overfulfillment is j-ietified.
F._renc Weisz, head of the newly estn'~Iished quality control organ,
supervises the following control officersa Janos Grosz, in charge of
carpentry work, Cyula Serfozo, in charge of reinforced-concrete work;
and K4roly Dudas, in charge of various other work performances. These men
have been authorized to enter any construction project at any time. Among
cther things, then control. materials and work methods.
At the end of September 1951, when the control officers started to
operate, the foremen ordered them from the construction project n.rcn.
However, they returned, accompanied by AVE (Allamvedelmi Hatosag, State
Security Authority) members and equipped with a ministerial order procured
by Miklos Kovacs, general director of the Satalinvaros construction manage-
ment.

The foi.lowing examples illustrate the work of the control organ:
on 2 November 1951. a reinforced-concrete worker exceeded the norm
an excess of only 95 percent, without giving any explaaatIon. On
day, the Ka.:ocsy brigade exceeded is norm by 340 percent. However, Weisz
approved only 61,7 percent of the brigade's total production.
Furthermore, the quality control organ does not grant full credit for
work such as tran.gporting and loading, the quality of which cannot be judged.
The 1ozsrf Eisen Donal brigade, for example had to transport gravel and cement
_ by hand beyond the 100-meter rr,aximum established for the transportation of
material. withnit mechanical equipment; in this case the payroll department
officers credited the brigade with only 35 percent or the total work pert or-
