SOURCE 'Yea- ,Lnfarmrstion requested. ) ORGANIZATION Of SALT INDUSTRY 1 OR~ Initial steps In organization of unions among salt-produotion workers were taken by the Ministry of Finance in 1940-41, when the salt vorkere in Szeohvan sere argeatzed largely or the pattern of postal and telegraph work- era. The salt industry being recognised an essential to national defense, skilled salt workers of military service age have been given deferment from military service. During the war years, growth of the uni7un organization movement was rr.4trioted largol;; tc, Sze%Ave.^_ and a few other salt-producing areas not un4er ems' occupatio&. Some difficulties were experienced at first in organization of the Chekiang workers. After the war, a new advisory commiesioe for organization of salt workers throughout the nation and. coordination of the argeni:astions was set up by the Finance and Social Welfare Ninietrie+:. Un!er this set-up, progress was made in homogeneoaa unification of the salt workers , labor organizations, with the emcantion of a few areas where special c nditiovs seemed to warrant temporary deviations from the general plan. Some of these areas, were Turman, Shensi, Hunan, the Northwest, and Chekiang. After adoption of the Constitution, the workers seemed to acquire a heightened realization of the iuportsnce of organization and in Reach 1948, it was pooeible to organise the National Association, of 3at Workers Unimne of the Republic. The Union organization set-up Is generally as follows: 1. Local unions are organized for the local political area in which they are located.
