The most serious Mining pmblen of 1948 has been the manpower bhortage
which was most apparent in May and June. In most mines, however, the workers
made up for the lack of manpower by better organization and mechanization so
that the plan for the first half-year as net over 97 percent for coal and over
100 percent for nonferrovs.astals.
The introduction of the brigade system in largely responothle for greatly
increased produotion during recent months: in brown coal mines, 46 percent
greater than in 1946; in lignite mines. 42 percent greater; and in hard coal
nines, 5 percent greater.
Only 10 percent of the new workers called for ay tyr.pin wed )-ired at .or
or Zesica, and recruiting also was unsatleMotory st rakanj, Brea, the Zasarehl
`wines Ereka, Banovioi, Debra Bream, an4' some other mines. May miners hare
taken other esploymentp and may mines and wanpower authorities have neglected
their recruiting programs.
The program to train skilled labor t.5roughr*nt the Yugoslav mining industry
was highly incoeesful. About 180 S.raiaces qualified, as specialists, this
year at lfialanJ, over 200 at Bross, about 260 at Zenloa, nearly 300 at Bor and
!re~oce, and about 350 in the Zasavski mines. Nnwever, many more skilled liners
are needed. May mixing enterprisaa opened industrial schools of sane type at
the beginning of Suptesber.

the unsatisfactory results of the labor recruiting program for the Zenica,
ratan;, and Breza mines in central Bosnia east be blamed on certain srez
recruitiag authorities. Confrrtable housing, varied and nourishing food, good
clotting KM *hoes are readily available, and new miners are treated well.

However, about 1,200 new workers have left Zeaica, over 200 have left Bresa, and
nearly 150 have left KakanJ. These figures reflect the inadequate efforts of the
recruiting authorities of the Teelic, Boaanaki.Samac, Modric, FoJnica, Viaoko,
Doboj, Derventa, Davao, and some other eras. A proper recruiting program
should permit the three mines to complete and substantially exceed their
production plans.
