The B::reau of the Central Committee of the SP (b) of Moldavia adopted
on 28 July a decree on the schedule for grain deliveries to th; State during
the month o[ August 1948. The Bureau noted that since the beginning of the Oar-
vest, grain deliveries have been proceeding altogether unsatisfactorily. By
25 July, the annual plan, for deliveries had been fulfilled only 713 percent.
The schedule for grain deliveries to be State was violated during the month
of July. .
According to the schedule established by the Soviet of Ministers Uzbek
Sint and the Central Coi nittee of the XP(b) Uz.obtieten, the harvesting and
threshing of grains should be terminated by 5 August. Not a single Oblast in
.the Republic is meeting the schedule.
By 25 July, the harvest plan was fulfilled only 61.7 percent by the
kolkhores of the Republic, and the threshing plan, by 45.8 percent. ?ending
grain-producing oblasts completed their plans as follows: Tashkent Oblast,
52.6 of the harvest plan and 38.7 percent of the threshing plan; 84markmad
Oblast,, 55 percent of the harvest plan and 38.7 percent of the threshing plan;
and Sahkhe--Darya Oblast, 77' percent of the harvest plan and 66.9 percent of the
threshing plan. Only the kolkhozee in Fergana Oblast fulfilled their harvest
plan,. but their threehiag plan was fulfilled Daly 27.9 percent. Uzbek grain
deliveries to the State,ae of the same date, amount in all to 26 percent of the
plan: ineludiag Tashkent Oblast, 19 percent; Samarkand Oblast, 26.1 percent;
Eashka-Darlya Oblast, 36.2 percent. (rain eovkhozes have fulfilled their delivery plan only 35.4 peroAnt.
The above figures show that the harvesting and threshing of grain and its
delivery to the State are proceeding altogether unsatisfactorily in the Uzbek BOB.

The Ministry of State Farms Uzbek SSR has lost direction of the harvesting
end threshing. Of the 25 sovkuozes, 16 have not yet begun to transport their
grain to the collecting stations. Not one of the eovkhozea of the Ministry
of the Gustatory Industry or the majority of the subsidiary farms of various
enterprises has begun to mare grain deliveries.

The investigation uncovered cases in which publicly owned kolkhoe lands
were appropriated and arbitrarily seized. Several individuals were found who
had planted for themselves more than the Oa24'hactare allotted for individual
