In order to protect the rights of all classes of people in the newly liberated cities, the following decree is hereby proclaimed: People of all classes in the cities and their property will be protected against violation. Article 2 All factories, shops,aasepeaiae? enterprises, and bank' established with private capital, together with granaries,, treasuries, and warehouses shall be protected; the right to parry on business as usual shall not be violated. Article -3 All industrial and commercial enterprises, banks, and depositaries formerly managed b, the Nationalist Government shall await investigation and disposition. Those enterprises definitely established with ouresuoratio capital will be oonfisoatrd by the Democratic Government. Those operated by capital belonging to the people shall remain in private possession and will not be confiscated; whether or not such an enterprise will hereafter be operated in partnership with the lM..oeratia Government, or operated entirely by private management, rests upon the option of the original owner. Eowaver,.pending disposition by the Democratic Government, all employees of enterprises should continue to discharge their duties and be responsible for the protection of the awhinery, oap~tal, goods, aeoountq, rdoords, and other documents.
