Sinkiang Provin''t1 Commission held 20 January 1949. Mu-nan-mu-to-i-min,
Wang Tserng-shai. `hia-ni-mu-hen, Ch ten Fang-po, Liu Yung-hsiang, Liu Nalao
li, Erh-to-ni, Cbung Ti-hum, Liu To-en, and Na Li-shih. Others present
included Liu Tau-ytng, Ch.a Ruan-oh'en,?Tong Pi-kang, Ya4g Feng-oh'un,
Tong Shu-chip, Chung Fu, and Ma Shu-ohi. Governor Borhan presided.
Vice-commiss loner Chen reported that, as officially oomissionad, in
Bo-t'ien on 17 October 1948 he had supervised the successful election of
Juo-tau-mai-ho-t'i-po-k'o (T'o Ralao-shan) as Adtiniat:ati.e Cosaaesioner
of the 7th Digtrict, and of Wang Chao-chip as Assistant Administrative
Commissioner, Sixty-two councillors and more than 20.lo-eal officials
participated; everything proceeded in good order.
Discuseion of matters remaining from the first regular session of
the Commission on 1S January 1949 included the proposed Statement of
Policy prepared by chiefs of various goverment offices under the direction
of the Secretary General, (Text o this Statement'was publi ed in the 19
January 1949 issue of this paper j not available at present,-/.) After an
exe ange of opinions, the Statement of Policy was amended and passed. The
accepted amendments may be summarlLed as follows:
The administration is to be modified so as to strengthen the inspection
and judicial investigation system.
The budget system is to be put into effect strictly, corrupt practices
eradicated, unnecessary expenditures eliminated, and financial resources
utilized in a reasonable manner. Compensation for goverment workers and
teachers is to be improved, and an increased proportion is to be paid In
kind so as to reduce the issue of provincial currency.
